Dominic has more than 25 years’ experience in the field of the environment as an academic, campaigner and consultant. He has considerable experience in ex ante and ex post policy appraisal, and has worked in policy related matters across a range of themes, including agriculture, water, waste, air pollution, climate change, energy and transport. He is an expert in regulatory changes on both the national and international level. Dominic is also an experienced workshop facilitator and has developed a global reputation for his expertise in a number of aspects of environmental policy, including articulation of the links between waste management and climate change, and the application of cost-benefit analysis and life cycle assessment in the same field.
He has considerable expertise in relation to the subject of plastics waste generation and management across the EU, and a keen appreciation of the types of policy measures that can be applied in this complex area. Dominic directed the 2014 Impact Assessment for DG Environment on Options Reviewing Targets in the Waste Framework Directive, Landfill Directive and Packaging and Packaging Waste Directive.
He also directed Eunomia’s subsequent additional technical support to the Commission on issues related to the revised Circular Economy Package, and the updating and enhancement of the European Reference Model on Municipal Waste Management.
He recently directed Eunomia’s project for DG Environment on the ‘Early Warning Mechanism’ and the support for the ‘Plastics Strategy’, with a particular focus on the development of policy responses for improving the life cycle performance and increasing resource efficiency of plastics.
